It may take a while for the picture to update in Member Tools. Sometimes even a whole day.

I'm helping two members in our stake right now with this issue. In fact they are my in laws and I'm the technology specialist so it's frustrating for me and them I'm sure when we can't figure it out.
I've done all the standard tries, cleared cache, refreshed data, checked version of tools in the store etc.
Here's the issue: They upload their picture to the mobile app, it get's approved but still won't show up in the directory after multiple days in a row. What else can I try for them or is it simply a matter of just waiting longer??

Normally Member Tools data is updated when the app syncs. Use the 'Refresh Data' feature found in the app Settings menu under the 'Temple Recommend Expiration Reminder' section to get a more robust reload of data. Also try signing out of the app, restart the mobile device, open the app, and sign back in.
When the data appears in the Church website but not in Member Tools and methods above are used to update data while using a reliable WiFi connection other than the Church meetinghouse network, then submit feedback using the Send Feedback feature. It is found in the app Help menu.

Have them login to the actual website https://churchofjesuschrist.org/ and navigate to the Ward Directory and find their own entry. Then click the blue edit icon (it would be nice if the Church had a word rather than just an icon for this) and navigate to Photo.
