Photo not loading

I am a membership clerk in our ward. One of our members has been trying to upload a new picture into her account using Member Tools. The system continues to indicate that there is trouble uploading the image and to try again later. This has gone on for over a week now. She came to me for help and I was able to upload her picture into LCR but when trying to sync with Member Tools the new picture does not appear. I am an experienced membership clerk and have never had this type of problem before. What we have now is her new picture in LCR and her old picture in Member Tools. Any help or suggestions would be appreciated.

Have her sign out of Member Tools and then sign back in. It will sync with all fresh data.
