does any of you know if the Stake can close down a FHC without the approval of the First Presidency?

I don't think the First Presidency is involved, but there is a process they must go though. See page 19 of the Family History Center Operations Guide.
It references a form that requires the signatures of the stake president, facilities manager, area family history adviser, and family history area support manager.
