Members without certificates
With the new Utah Law saying that anyone with a calling that includes children needs to be referenced (searched) through the sex offender registry. The Area Authority has asked that we record that in “certificates” in LCR. My stake president has asked me (stake tech specialist) to find a way to run a report for bishops that lists all members without certificates listed in LCR. I don’t see any way to do that. Does anyone know if there’s a way to get that report? (Bishops aren’t checking LCR and certificates aren’t listed in Tools).

I am not sure how you would do this. As the stake technology specialist I do not have access to LCR at all. I'm a ward clerk and you can't really record anything in LCR other than the stake president can annotate records and maybe the bishop and/or one of his counselors may actually be able to see what the note is but that might be the stake president as well. The best way I see to do this is to have ward clerks or executive secretaries go to Reports --> Protecting Children and Youth Training, and then copy that list into a Google Sheet because it will list everyone who requires the training which *should* be everyone who works with youth (and then some, like the RS/EQ presidencies as well) and annotate that they have been searched and cleared or not. However, people on this forum are going to tell you that it is against church policy (and it probably is) to put this on any other platform, but that's the limit with LCR, so pick your poison.
Also, not sure who else outside of the bishopric can see the Protecting Children and Youth Training other than the ward clerk (maybe assistant ward clerk and membership clerk) and executive secretary and I'm not positive the executive secretary can see it either but I think he can.

In LCR, Reports > Feature Access by Calling > Reports, will show you who has access to the Protecting Children and Youth Training list. Looks like quite a few do.

If I'm understanding OP correctly, this isn't about the church's training, but about complying with a new law that requires a search of the sex offender registry.
In the past, when some new requirement appears in another state, the church make a modification to their system for affected units to so they can comply. I doubt if this will be any different.
A quick search indicates the effective date of this new Utah law is May 1, 2025.
If I were scott793992, I'd call support for what the plans are and when they might be ready. Until then, I highly doubt if it's possible to comply with the stake president's request using the church's system.

In LCR, I see the following changes:
Under Administration on the homepage, there is a new counter with link for "Government Certifications Expiring Soon". If you click the link, there is a new page with a button for "View local government rules" and an option to print a listing. If you click the button for the rules, a Leader Information Sheet appears (at least in Utah). The sheet provides further instructions, but there is also a new Certification tab on each member record where we are to record a certificate for members who are cleared with no match on the registries.
One thing I noticed though not mentioned in the Leader Information Sheet is that Utah appears to have two distinct registries with very similar looks and only slightly different URLs:

- SONAR (Sex and Kidnap Offender Notification and Registration)

Effective May 1st, per Utah State Law: "A youth service organization shall provide and a youth worker shall complete reasonable training in sexual abuse identification and reporting." (Utah Code Ann. § 80-8-202)

I think it's a culture or training issue if the Bishops aren't checking LCR. As the memorandum from the Utah Area Presidency I've seen is dated March 19th, I would anticipate nearly all members will be without certifications listed in LCR until the ward leaders follow the process in the Leader Information Sheet. If the stake doesn't have visibility into the status, I'd suggest the stake president request screen shots of the relevant LCR screens from the wards.

Thank you. I was able to take this information to the stake president today and he will figure out how to proceed. I appreciate your help.
