What are the disqualifying factors for a ex member who wants Baptism again. She has commited serious sins. How does that work? Can she still be baptised?

For someone who has lost their membership, General Handbook 32.16 and 32.17 outline the process for a person to be readmitted to the Church again. It begins with the bishop, and often includes the stake president. In a few circumstances, the First Presidency is also involved.

As a part of that process, any serious sins committed by the member are considered and a membership council would need to determine that repentance is complete and that the person is worthy to be baptized again.

There are very few things a person might do that would not allow them to be readmitted by baptism again. They are listed in the Handbook. Even then, approval by the First Presidency for readmission may still be granted.

The bishop will be able to explain all of this to her. She should speak with him.
