what category should I use to expense government certification requirements, e.g. fingerprinting

To what end? Is this a Fast Offering to help someone get a job, or is this a local legal requirement it for members holding certain callings?

Sounds like possibly state mandated background checks for working with youth. I believe California and maybe some other states require it.
I would put the reimbursement under administration, unless your bishop or branch president says otherwise. Suggest you check with him first.
