probably thrown away. How can I retrieve his number? Or can I? To sign up for the magazine I must give his membership number. HELP.

Subscriptions to the Church magazines are free for anyone. All that is required is a Church Account. Anyone can get a Church Account. So your brother does not need access to his membership number, even though that is preferred on his Church Account. If he wants his membership record number (MRN) he will need to contact his ward clerk to get that. And if he does not know what ward he is in then he can use the Meetinghouse Locator to find his ward by entering his address in the Search text box. He can then click the Send a Message link below the bishop's name to communicate with him about his needs. See the help article Church Magazines at No Cost FAQ for further information. You can't. Only the member, their bishop, and the ward clerk have access to that information.
Where are you seeing that? If you are using LCR in an attempt to enter a magazine subscription, and if you are a ward leader, then you can only order for households in your ward. And even then all that is required is the name of an adult of that household. If you are using MagazineSubscriptions.ChurchofJesusChrist.org you can only start or edit your own subscription there.
