Fast offerings outside fast sunday contribution

Are we supposed to pay fast offerings when we personally fast outside of the monthly fast?

My opinion is no, but you might ask your Bishop or Branch President that question.

General Handbook 38.8.16/22.2.2:
"Members may fast at any time. However, they usually observe the first Sabbath of the month as a fast day.
"A fast day typically includes praying, going without food and drink for a 24-hour period (if physically able), and giving a generous fast offering. A fast offering is a donation to help those in need."
