The church has put phonetic characters above kanji in the scriptures. However, due to the time required to do so that has not been done for conference talks, proclamations to the world and other documents. Observing this, I I have written a program that will put phonetic characters above Japanese kanji with the intent of giving it to the church. I don't know who to talk to about this. Who should I contact that has responsibility for this type of thing.

I don't know the answer to your question. I wouldn't be very optimistic that there's any department or group that would want your program, but there's a chance. The forum is primarily user-to-user discussion, so it's not likely the right person would see this thread. The best method to find the right person/department/group for your program might be the 'Feedback' link near the bottom of the main website page.
With the various readings for each kanji, I'm curious how much logic the program has to choose the most likely reading given the context around the character.
