Donor Statement of Contributions

Good morning, do we still print and deliver the Donor Statement of Contributions for tithing settlement? If so, what are the best ways to go about delivering said statements?

If a member wants a printed copy of of their Donor Statement of Contributions then the clerk can print one out before visiting with the bishop. In my ward the statement is not printed out unless a member requests a printed copy before seeing the bishop. This avoids wasting resources. Most of our ward members use the statement available at
donations.ChurchofJesusChrist.org. I have not had a request for a printed donor statement for a number of years.

If you end up mailing out any donation statements, it's good to write "return service requested" (or attach a sticker) on the envelope (near the return address). That way, if any are not deliverable, you'll at least know that. For those who registered a forwarding address less than a year earlier, you'll have the forwarding address.
Curiously, the last time our bishopric mailed out Christmas cards, a substantial fraction of the returns should have been deliverable as addressed. Some were active members, so we asked them. They had not moved, and the address was perfectly valid.

Was the address checked against the USPS database for formatting? I few I can understand as errors are possible, but it should be rare. Might be worth talking with the local post office.

I'd also reinforce that the Church has now changed the name from "Tithing Settlement" to "Tithing Declaration". GHB 34.3.1.2 does still include "Ensure [member] contribution records are accurate", but it's a shift in focus, and as mentioned the Church website allows members (who choose to do so) to track and verify their donation status throughout the year, independent of the ward clerks. So I'd suggest seeing what your local membership is like (a YSA ward would be quite different than a congregation with many elderly members), and what needs they have for the ward providing any donation statements.
