can I join a Circle if I am not in the Unit

I am a High Council member with assignment over a branch that is a couple hours drive away (and in a different Country... I live in the US and the branch is in Canada) and I was asked to be part of the Branch council meetings. The Branch uses Circles to communicate and I'm wondering if I can be added to their Branch leadership Circle so I can send and receive communications effectively. Many of the unit leaders don't check email, but they check the Circle.

The only way I'm aware of is if they added you as an out-of-unit member and gave you a leadership calling that is part of that circle.
That last part is likely a sticking point.

How do you add an "out of unit member" like you suggest? When you click on the "Add Member" button, you get a unit directory. I don't see any option to add someone who is not on that list. I've tried searching for someone else in a different unit in the stake, but it comes up blank.

The ward clerk, assistant ward clerk, or membership clerk would have to create an out-of-unit member record in Leader and Clerk Resources (LCR). It is not done in the Gospel Living App.
