Tools will not update

Tools recently stopped updating and have not been able to resolve the problem.
Iphone 7 IOS 15.8.3
I then deleted tools and downloaded new copy. Installed OK, When starting update it stops and says "Member tools not available"
What is the next step to do in resolving this issue?

According to the details listed in the Apple App Store, the latest version of Tools requires a minimum version 16. Even though the information says the device is compatible! A friend has found the same issue with his iPad, using iPadOS 15.8.3. His iPad can’t be updated further.

The only solution appears to be: “buy a newer iPhone”! That will get to IOS 16 and above……

Or use the web browser instead of the app.
