An auxiliary leader called a member to be the technology specialist in their organization. However, that technology specialist does not have access to publish local streams.

Who has access to publish local streams?
How can access to publish local streams be assigned?

I was searching through the "Feature Access by Calling" table and did not see anything related to this new feature.

That calling doesn't exist in the Handbook. With few exceptions, access requires holding a standard position (as defined by the Handbook) that does have access. Very few rights can be assigned to individuals. (The one you seek is not one of them.)

Note that the community has found this feature only works for new events. Not existing events, even after making an edit.
