Missionary candidate needs to edit papers already turned into bishop

We have a missionary candidate who submitted his papers to me, but then realized the needed to change some items. Now that his application is in my checklist, is there a way to send it back to him so he can make the necessary edits?

I think the clerk (I'm not sure if ward or Stake) can change some info, such as medical.

Unless it has changed since I served as a ward clerk (possible as it has been several years), the clerk can only access the missionary system if the bishop grants him access - it didn't used to be automatic by calling.

But can the bishop send the application back to the candidate? Unless something has changed, I do not think so. The bishop (or his clerk if authorized) will need to make any changes for the missionary.
