Messages in Tools?

I can’t figure out Messages. Is it referring to text messages? When I open it, it is blank with no way to add anything.
I assume it's the equivalent of the LCR unit messages "report". https://lcr.churchofjesuschrist.org/rep ... s?lang=eng
I've never seen any messages come through to either.
