Two Wards with Combined Primary and Youth
Our ward's Primary, APQ and YW are combined with another ward (i.e. barbel setup). We have a single Primary presidency and a single YW presidency consisting of members from both wards. Is there a way that our ward's Primary, APQ and YW leaders can be shown as leaders in the other ward and vice versa? Also, is there a way that our leaders can get access to the youth/children's information from the other ward via LCR and vice versa?

Most likely what would have to happen is each ward would need to add the out-of-unit leader as a out-of-unit member and place them in that calling. That is, each member of the YW would hold the same calling in both wards.
Things would never be combined, but it should give access to what they need from both wards.

Is this something the ward clerk can do? Will Adding an out of unit member move the records to the other ward? I just got called to be DQ Advisor of two wards in our building and we’re all trying to figure the tech part of the calling.

Yes. This is the responsibility of the ward clerk. Any clerk with membership edit permissions, assistant ward clerk and assistant ward clerk - membership, can also do this.
No. Creating an out-of-unit member record does not move the record. It creates a link to the member record. The membership record remains in the ward in which they live. To create a an out-of-unit record requires some information from the member's record available in the Individual Ordinance Summary (IOS). The member can get the IOS from their ward clerk and share the necessary information in it with the ward clerk in the ward in which they will have the out-of-unit calling.
