How does one use the church calendar to publish a Ward Bulletin? Refering to the statement on Ward Bulletins: The church calendar is a powerful but under-utilized tool.

The calendar doesn't create ward bulletins. Members have access to the calendar via Member Tools, the Calendar page and even syncing to personal devices.
However, leaders need to set up the calendars and use them appropriately so members see the events they are interested in and minimize the ones they are not. For example, place the youth activities on a YM or YW calendar so families with no youth can ignore/unsubscribe from them.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

Besides the Handbook reference about announcements mentioned earlier in the thread (General Handbook 29.2.1.1), the only other instruction I'm aware of is Use of Online Resources in Church Callings. In short, I'd say the Bishop should give permission to use the app, and if he has questions, he can then review the Handbook and the online FAQ.

With respect to ward bullet what do you think about all the tracking the app claims to be doing? Location, Contact Info, Identifiers, User Content, and Usage. Is this level of tracking necessary for a ward bulletin? I would think that this level of tracking would or should give members pause from adoptation.
