Who really has access to private contact information?

We have a couple families who have marked their directory information as "For Leaders Only." The FAQ on the church website

"Members of stake presidencies, bishoprics, stake and ward clerks, executive secretaries, and ward council members, including their counselors and secretaries, are provided with additional membership data and reports."
However, it appears that there is a much broader set of people in the ward who can also see this locked information, including Sunday School teachers, YM/YW advisors or specialists etc. The members are frustrated because this amounts to a pretty significant portion of the ward adults, hampering their intention of keeping their private information private.
So, 2 questions and a feature request:
Question 1: Is there a more specific listing of who has visibility to private/locked information than the FAQ lists?
Question 2: Can this list of who can access locked info be modified or limited?
Feature suggestion: Allow 2 levels of privacy that the members can set on each field: "Leaders Only" which is as it is today, and "Bishop(ric) only" which would allow sensitive members with sensitive situations to opt for a stronger level of privacy. This would allow, say, letting email be more generally available but things like address, phone, age. or whatever else the member feels is sensitive to be "for Bishops only."

I disagree. There's been a number of posts on this forum complaining that Sunday School teacher and YM/YW advisers can't see things they feel they need to see.
What I have seen in a couple of situations is where members are using their spouse's login "because it sees more".
For awhile, some units were getting around limitations by calling members to "assistant clerk" positions. That caused the church to crack down on that abuse, but it's possible someone has discovered another position that can be abused. You might want to double-check what callings those members have.

The specific members in question are a husband and wife. Husband is Sunday School Teacher (youth) and Teachers Quorum Adviser. Wife is Sunday School Teacher (youth) and Young Woman Class Adviser. Both can see members with "orange, locked" information. I've confirmed this with my own eyes. I'm ward clerk, btw.

I would think that they would be able to see the member names, but not the specific "orange" information. If they are seeing more than that I would suggest sending Feedback.

Just to confirm, they don't have any other callings? Perhaps from the stake?
This doesn't sound right.

To confirm they see the information, but not the orange lock.
I tested it with my wife's phone (no calling that should give her access) and that is what she is seeing too. It sounds like they may have a bug. I've submitted feedback and recommend that you do as well.

Ugh. That's a pretty big mistake.
I'd suggest sending to the data privacy officer. That will ensure prompt response.

Confirmed they have no other callings. My wife who only has a stake calling cannot see the orange locked information. I, as ward clerk, of course can see it. So, it does appear to me that there is a bug based on the input of this thread.
