Do members who’s only income is social security disability income have to pay tithes?

This is a question best discussed with your bishop. He will reference Doctrine and Covenants 119:4 and probably also mention a First Presidency letter from March 19, 1970 that is quoted in the General Handbook. See GH 34.4.1.1, Definition of Tithing.

Exspeting tithe from some sombody in receipt of benefit in the UK especially someone who is disabled is against the law as that not what those funds where intended for. It is also incontrvention of the qiuplites act also. At that point the organisation asking for the money would be braking the law.

Exactly the reason that we're encouraged to counsel with our local Bishop, who will be aware of the any legal aspects that might be particular to a country or local jurisdiction.
