I have question how upgrade the SSID of LDS Access to Liahona ?

On your device go to Settings > Connections > Wi-Fi and select the LDS Access network and then tap/click 'Forget' to remove that network. Now locate the Liahona network on your device list of available WIFI networks and enter the password. We are not allowed to publish the password on the forum but since it is universally known you can ask another member for it. Your ward clerk should also know it or at least have access to it at the online

If a church building still has "LDS Access", then the Stake Technology Specialist (STS) needs to get involved and talk with FM. Most likely it's due to a obsolete or rogue Access Point.

The Salt Lake Utah Stake (Tongan) Stakehouse; we can not connect to the wifi here.

Report this to your stake technology specialist (STS) as he is responsible for maintaining that capability.

Hi jd, we don't have a STS. I was just recently called as the Stake Clerk.

As far as I know, there's no provision for church headquarters (or anyone else) to do that if the stake fails to call one.
Someone will have to look into the network and see what's wrong. Perhaps someone botched the job of changing out the network switches, or your Access Points are old models that are not supported.
