Circle Permissions for Bishops

Am I doing something incorrect or is it accurate that I, as bishop, am unable to access the Teacher’s Quorum, Deacon’s Quorum or any of the Young Women class Circles?

Someone thought that that was the right decision. So, right now you as Bishop cannot participate in these circles despite the messaging that you need to be more involved with the youth.
