First:
Is there a way to categorize the news/notices by auxiliary, e.g., YM, YW, etc.? If not, how do units attempt to organize the news/notices?
Second:
Is there a way to inform the administrator as of posting the news/notice that the item should NOT appear on the web page?

Not directly. We always include something in the title that shows what organization is involved.
Since items are sorted by priority, you can use priority to sort the items (e.g., YW=2, YM=3, RS=4, etc.). That's limited and a bit awkward, but at least it lets you group the items for an organization together.

No. It seems a bit odd that this capability exists for submissions of calendar events but not for News and Information items, especially since the administrator has that option in both cases. So if it's important that it not be on the home page, then you need to tell the administrator separately (via the site's Feedback, or by e-mail) of your wishes. That's unfortunate, but I don't see how else you can do it.
