Member without calling can see all wards.
An outgrowth of this thread, a released member of the stake presidency can see all wards. But the "policy-ldspositions: " section of his header is blank which backs his claim to not have a calling. So either the beta is working with a cached copy of the header, or there's a "no calling" bug.
