https://www.churchofjesuschrist.org/map ... 2&lang=eng and the site will tell you the ward you live in as well as the name and contact information for the bishop.

Do a web search for "Meetinghouse Locator" or go to maps.churchofjesuschrist.org. Enter the address in question and you'll know what ward covers that address. Usually it will include the bishop's contact information.
For homeless, he may refer you to another bishop who is currently handling the homeless in the area.

You can use the
Meetinghouse Locator app. Enter the address and select the residential ward. There will be a link to send a message to the bishop.
If you are looking for someone to give you the name and contact information here in the Tech Forum, then no one here can do that. Even if a forum user has access to CDOL, that information cannot be posted here because it is confidential information.

I am trying to use the send message feature in the meeting house locator but every time I try and send my message it says "We Couldn't Send Your Message
We had trouble sending your message, would you please try again?". is there any way to get the phone number of the bishop I am trying to reach or how to get the messages to actually send?

I'd try again using incognito/private mode in your browser.
If that doesn't work, then you can contact your existing ward leadership to have them look it up. I'd suggest asking the executive secretary or ward clerk as bishops tend to have a lot on their plate.

I'd also suggest that out of respect of privacy for the Bishop, perhaps you could ask your clerk (or ExecSec) to send a message to that Bishop, and have them ask the Bishop if he's willing to contact you directly. If I remember correctly (!), the "Send a Message" feature hides the Bishop's email from viewing, and it is up to the Bishop if he chooses to respond directly to whoever is sending him the message. I know leader emails are often shared this way when clerks look up info on CDOL and then pass them along to others, so just my two cents.
