The Meetinghouse Webcast Requirements suggest a minimum of 400kbps for "Good" quality and 600kbps for "Best" quality (on the sending end -- 300-450kbps on the receiving end). So if you were able to pull this off with only 250kbps, then that's great, but it certainly seems reasonable to aim for the speeds specified in the requirements.
Also note that one may not be able to guarantee that there is no other activity using Internet bandwidth during the webcast, so it is prudent to have a reasonable margin beyond the minimums specified in the requirements.
