Both questions are dependent on your stake and your FMG manager. There may be a person assigned in your unit to manage the fobs. Your unit clerk should know who that is. If there is not a unit person then your stake facilities representative, usually a member of the high council, will know who has been assigned to manage the fobs. Has anyone been able to develop a electronic key management database of sorts other than a spreadsheet, ideally i would really like this to be similar to the Certifications dabase, ie a key is associated with an individual and "checked in or out" when a person is called and released

Are you talking about a physical electronic key, which would be managed like most physical keys? Some buildings are getting an app-based system where keys are based on calling and largely self-manage.
