So far, the only method I've found is to try and go to a website that device hasn't been to for at least a day. That way the device's DNS cache has expired and it has to request the DNS, which triggers the Terms of Service page.

See my post here --> viewtopic.php?t=44909#p253716. if you are using Chrome, is Secure DNS turned on? if on a Mac, are you using iCloud+ and Private Relay? Is your browser of choice using DoT or DoH? All these could be contributing to, if not causing your issues.

After trying to get a number of laptops connected, it seems the trick is to try and go to a website it hasn't been to in awhile. I believe most devices will cache DNS for 24 hours, so if you try to go back to a recently visited site, it will pull from cache rather then query the network DNS. As a result, you won't get the splash screen.

I am always impatient so when I make a network change on a host I almost always reboot the machine or I do a dhcp release/renew and flush dns for good measure.

I can see how that would work. I'd think typing in an obscure website would be faster.
