I'm curious. What factors prevent having the first ordinance be the one surfaced? (Other than someone doing proxy work on someone who wasn't dead yet)?

Another problem with constantly changing Family Search!! I can no longer get any names from Ordinance Ready. Used to be if there were no names in my reservations, it would go to temple names, or other family submissions. Does not do that now. Why?
