Would you explain what a blue card is? This must be something instituted by your local leaders or area leaders. Is it something that shows that you have completed the Protecting Children and Youth training?

I'm assuming the blue card is some local legal requirement.

If so, the answer is to check what the legislation requires. There will almost be a person in charge of keeping an eye on things for the church. If your bishop doesn't know, he should contact the stake president. If the stake president doesn't know, he should contact his area70.

If you are uncertain about this, there's likely others in your unit who are also uncertain. Whenever you find the answer that applies for where you live, it seems prudent to suggest to your local leaders that they provide training (or at least communication) about those specifics to all the teachers and their leaders.
