Voice over IP
Is this an approved option for phone service for stake and ward buildings?
If so what restrictions may apply?

I'm not aware of any policies regarding this. You might have to ask the FM group.
One concern I'd have about Voip is that I would expect it to go down in a extended/wide spread power outage. POTS tends to stay up unless the lines are cut.
Since CHQ pays for the phone, I don't see this as a local concern.
