Removing Circle groups from a ward listing

We are attempting to use the Circles app for all of our communication instead of text messages, especially for our Youth. Previous leadership has made a bunch of different circles groups, all are old and no longer have any practical use. We have 4 different deacons quorum groups alone, as well as 5 other various youth groups. In order to minimize confusion, we would like to delete all of these groups and make one group for the YM and parents and YW and parents and delete all of these other groups. I am in the Bishopric, but it doesn't look like I have the ability to delete these groups. does anyone know how to do this?

As far as I've heard, there's no way to create circles. They should reflect the existing class structure. However, it's possible that changes to the structure isn't making its way to Circles.
