I recommend you follow the suggestions in post #7 and/or post #9 in this thread. If none of that works, you should ask your ward or branch clerk for the phone number to the Global Service Department who can help.

Where did you get the phone number from, was it your ward clerk? If you have the correct number for the global services department (GSD) in your area, they should answer the phone during whatever their posted hours are. When you call, what happens -- do you get a message of some sort, or something else?

Your situation likely can only be resolved by the GSD personnel, so you'll have to keep trying until you successfully connect with them.
