Expanding Highlights in Chrome

When I am logged into Gospel Library in Chrome I can't expand or contract a highlight. After clicking on a highlight to make it active and I want to extend it to the next verse I should be able to click on the bubble at then end of the highlight and drag it into the next verse. This doesn't happen . It instead treats the highlight liike an image and it moves with the cursor.. The attached GIF file illustrates that.

The same thing happens in Edge and Opera browsers. The process works properly in Firefox, however.

The problem of not being able to modify the highlighted text went away but has come back. Whenever I select an existing highlighted text and put the cursor on the marks at the ends of the highlight to modify the length the computer treats it like a an image. Again it doesn't matter what browser I use on my Windows 10 desktop.
