Missionary candidate needs to edit papers already turned into bishop

Missionary candidate needs to edit papers already turned into bishop
We have a missionary candidate who submitted his papers to me, but then realized the needed to change some items. Now that his application is in my checklist, is there a way to send it back to him so he can make the necessary edits?

I think the clerk (I'm not sure if ward or Stake) can change some info, such as medical.

But can the bishop send the application back to the candidate? Unless something has changed, I do not think so. The bishop (or his clerk if authorized) will need to make any changes for the missionary.
