Restricting Members Phone numbers

Restricting Members Phone numbers
Can the Ward Clerk or Bishop restrict Ward Members from seeing selected Members Phone numbers? I know each member can restrict their phone numbers but can the Leadership restrict members numbers in MLS?

I believe they also have access to the same controls the member does. But I remember there was something odd about that - like they had to do it though Member Tools and not LCR. Or something like that. It wasn't available in a place one would expect it.
