I am ward membership clerk and need tier 2 support but don't know where to find it. The contact us link in LCR takes me to service now which just says logged out and I cannot log in to submit a support request.
A ward member in Provo, Utah logs into gospel tools and sees in his ward drop-down a stake and branches from his mission in Russia, from which he was released years ago. See screenshot. How can I unlink his membership account from these mission branches?

That unit needs to remove him from their records. They most likely made him an out of unit member to hold some calling.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
