How can a Bishop return a submitted missionary app back to the prospective missionary for modifications?

Once a prospective missionary submits a mission application to the Bishop, can it be returned to the missionary for modifications/changes/updates?

Our Bishop spent an hour today trying to figure out but couldn't.
Hopefully it is something obvious that we're missing.
